Bluesky posts allow 300 grapheme clusters. A grapheme is roughly one character as a reader sees it, so an emoji sequence can count as one even when it contains several Unicode code points.
Links do not get a fixed 22-character count. The URL text you paste uses the same 300-grapheme limit as the rest of the post.
